It's in oakvale it's close to the beach it's between 2 boats next to the quay

If you want, while finding the necklace, go to the Oakvale Graveyard. There will be to men talking to each other. If you walk towards them they'll get mad, if you walk around the wall behind them you can listen to what they're saying. They only tell you the location of the necklace, but at least this gives you something to do if you're bored.
Tip: if you are 100% good in the game and are ledgendary renown, you can go to the grave site of heros at the guild of heros and select the empty grave, ull have AVO's SWORD. It's enourmus.kills bandits in one hit.
