In Oakvale you will have to go to the cemetery and listen to the two men standing there. He will say that it is buried in between the two boats. Go to the beach and stand in between the boats a spade icon should show up and you can dig it up.

Once you have told Mayor Grey about it possibly being in Oakvale, go to the shoreline on the right side of the pier and dig between the 2 boats. Your spade should pop up when you pass over the spot.
