Question for Driver Parallel Lines

Can any one tell me the point of the doughnut stands with the handcuffs above them because I can't make any use out of them so I was woundering what they do

You run over the stand to get chased and get 250$ when you lose the tail I won once

If you run into one a police car will start chasing you. Try to get away from the Police as quickly as possible to earn money. If time runs out you get nothing. Unfotunatley the your felony metre fills so whenever your in the Police see you they chase you. You have to go back to the garage to get rid of your felony. Hope this helps.
