There seems to be a mystery involving this. I am pretty sure you can get 100% toughness. But a milestone FAQ (perhaps the only one) states that you cannot get 100% toughness. That you can though choose between 1 Big Comeback bonus, or 4 Close Ones bonus. But I am sure there is another one that has been missed out. I am now experimenting something. I'm going to let my fighter get hit 5000 times. It may work. If not, then I might try 10000. If that doesn't work, I'll jump off a cliff.
