Which version of the game do you have?
The unknown costumes are on only the EU and JAP versions.
The american version only has zack ein and kasumi third costume.

He is right but there is one way to get costumes, just play survival mode with any person and keep playing until you get an x-box.
Than keep playing and for every x-box there is one costume.
Just try this and if it deosn't work you have the wrong version.
