How would you drain the lake found in the Forest of Jigramunt so I can obtain the devil's vein?

After you fight isaac the second time, there will be a cutscene with tornadoes sucking up water. After this, the mortvia aquaduct will be drained as well as the waterfall in the baljhet mountains.
