On the level outskirts at the beginning before you face the hunters go up the thin alleyway so you are behind the buildings,you will see a little pile of trash next to the building, run at it and crouch jump when you get on top of it.

Done correctly you will be on top of the roof, you can now go exploring on the higher buildings! Or use the buildings as a shortcut to go straight to Hotel Zanzibar! Happy cheating!
