First go to the base go to where you get the assiult rifle break all of the glass in the window then start at the back of the window but more on the right side and crouch walk to the other side of the window your head should get stuck under the part that sticks out so and keep holding forward the whole time let go of crouch and look a little up and right while still in the window tap jump (if you stay in the window too long you will "lag" and end up facing a wall) then you should jump high enough to get on top of the building
