Get Rayquaza before Kyogre and Groudon!

Ok so here's how to get Rayquaza before Kyogre or Groudon. First, you have to beat the Elite 4. Then, go to Pacifalog and go right. You'll see an island with an entrance. At the top is Rayquaza. I think you end up fighting Kyogre before the last gym leader, so you'll need a walk through walls cheat to beat him and Elite 4 first. I wont post a wtw cheat because it might not work, and there are several hundred other wtw cheats that can be found on this site.. This should also work for Emerald and Ruby.
