The Name Rating Service is pretty difficult to find, even though your map tells you that it's in Castelia City.

There are three major parts of Castelia City. The first part is where the ships and gym can be found. The second part is where the water fountain is found. The third part is a small strip of buildings behind the water fountain area.

The Name Rating Service can be found in one of the buildings on this strip.
