To unlock Billy Hatcher, Amigo, and Nights plus their gears, you have to have completed every mission in Mission Mode. It doesn't matter what rank you get.
You can unlock Super Sonic by getting Extreme Ranks in all missions. Sonic will then get the Chaos Emerald Gear which allows him to transform into Super Sonic.
