easy way to get hard buildings (city courts, zoos, etc.
1.you put in coal power plants (because their cheap)
2.add roads
3.put down what ever zone you need
4.add water towers (or pipes)
5.watch for a bit then it will fill up.
hint (remember to raise taxes to get more money)
