The flowers are the key to this.
First pop the tree balloons, the sheep appear, pop it.
Next pop the flowers, the flower with petals appears.
Pop the petals, a golden apple appears, pop it.
Pop the petals, the bees appear, pop them (right first, easiest).
Pop the petals, the clouds appear, pop them.
Pop the petals, the balloons appear, pop them.
I think that's it, might be a little out of order but you get the idea.
