Remember the bee hive you knocked down in Ordon village? Walk up to that and use a bottle to scoop up the larve (bait). You can also find some worms in the Lure Fishing area by the signs.

You don't really need bait for the fishing rod to catch the fish that the cat wants. Yes you must catch a fish for the cat. If you want bait you can buy it at the shop. Or you can climb up the vines near the waterwheel and use the hawk grass there to call a hawk and send it flying at the beehive. Which will knock it down and you can get bait in a bottle there for a limited time. Hope this helps.

You guys all only mentioned bee larva and buying worms. If you want free worms listen up. You know those little guys who run around the prarie on two legs? They should look like spheres with legs. If you kill one immediatly get too the spot where it died. There's a worm right where it died. You have to be quick because the worm will burrow into the ground.
