How do you get the ability to run across walls?

I'm assuming you're meaning the Goron Mines, right? Put on the iron boots and walk along those green magnetic walls or in to the magnetic pulls to get pulled on to them.

I'm guessing you�re either A) in the Arbiter�s Grounds B) see something that you can't get to yet or C) are in the fire temple.

Ok, lets go with A or B first. Is there something that looks like a track of some kind near by? If so, you need the spinner which is in the Arbiter�s Grounds, which in turn is only accessible after completing the lakebed temple and finding the master sword.

Now for C. Look around for shiny blue/green walls around. If you see them, use the iron boots to climb up them.

Based on your previous question, I'm guessing A or B.

You don't, you get an item called a spinner which lets you glide along tracks which are on walls.
