Yeah thats easy, catch a fish and give it to the cat then it will follow you.

First of all, climb up that bit where your told by the guy to Z-target him. Jump across the platforms and the roof to get to the furthest rock and grab the grass there. Call on the hawk and aim him at the monkey holding the cradle at the end of the river. The hawk will take it from the monkey and give it to you.Take it to the pregnant woman (try not to fall in to the water when going back) then follow her to her house. She will give you the fishing rod.
Walk over next to the cat and fish there. Once you've caught your first fish the cat will grow interested in you. Catch a second and the cat will grab it and run off home with it. Go inside and you'll get a bottle half filled with milk and will be able to buy the slingshot for 50 rupees.
