You need to be WAY more specific. You need to tell us the name of the dungeon or at the very least the name of the boss.
If you mean the Lakebed Temple to reach Morpheel, then the answer is you need to find your way to the two cylindrical rooms. They consist of a small central "island", a dry pool, and a long spiral ramp. At the top of each ramp is a way to release the water.
