How do I get the eagle to pick the cat up? I aim target at cat press A the eagle flies over flies into cat and continues flying

This is not how you get the cat back. You have to send the bird towards the monkey downstream to get back the cradle she's holding. Bring this to Uli and follow her back to her house. She will give you the Fishing Rod. Go to where the cat is and catch two fish. The cat will take the second fish back home to Sera.
