In order to have gotten this far, you must have helped return Zora's Domain to the way it was and have seen the late Queen Rutela. Go to the cannon in the middle of Lake Hylia and talk to the guy to be shot from the cannon to a target. From there, you can leave Lake Hylia. Go back to Hyrule Castle Town and go into Telma's Bar. Telma will ask to take Prince Ralis (the Zora Boy, as he's called at this point) to Kakariko Village to see Renado. Defeat King Bulblin and get the Cart safely to Kakariko Village. After Prince Ralis is safe, the ghost of the late Queen Rutela will be visible to you. Follow her to the grave behind the Kakariko Graveyard. Rutela will move the gravestone and reveal the Zora Armor.
