You get the first piece of the Mirror of Twilight after completing Arbiter's Grounds, the prison dungeon in the Gerudo Desert. The first piece will stay on top of this dungeon though.
You get the others by completing the dungeon at Snowhead Mountain, the Temple of Time (near the dungeon in Faron Woods), and the Temple in the Sky (use the cannon from the Shaman's basement in Kakariko Village, and fire it from Lake Hylia).

Talk to the adventurers at Telma's Bar at Castle Town to find out where to go next. One of these adventurers will always be out in the world, waiting to help you out.
Talk to the guy atop the watch tower at Lake Hylia, the woman at the entrance to Snowhead, the guy near the entrance to the forest dungeon, and the guy in the Shaman's basement.

The Mirror of Twilight consists of smaller pieces kept by various bosses. You have to defeat these bosses to gain them.

First of all you can't get it. It ain't an item. Second you have to beat the Desert Temple. Then theres this place which is on top of the temple called the Twilight Mirror Chamber.

Beat the boss at Arbiters grounds.Right after you beat it go to mirror chamber.The people there tell you where the other pieces are.
