Don't worry about that for now. You need to get further in the game, because plum only talks to animals. Later you'll be able to turn into a wolf, and talk to plum, but for now you won't be able to get up there.

Use the house that is actually a cannon to shoot yourself up to the house on the cliff. As soon as you walk through it's door, jump down. If you keep going straight, you'll get back onto Hyrule Field via a door in the house. Once outside, navigate your yourself back to the section of Hyrule field that is North of Hyrule Castle. At the Northernmost area of this section, you'll find an area made of grey rocks. At the top of these rocky trails, you'll find a rock blocking a path that leads to Zora's domain. Note: There is another cave blocked by a rock on those trails and it leads to a piece of heart if you can solve it's puzzles. Once inside Zora's Domain, swim downstream until you to the house where you saw the lady get scared when she saw the bugs that have the tears of light. To the right of the bridge, there is a hill with a howling statue on it. Behind this statue, there is the door that is the entrance to the Fishing Hole.
