After the water temple,Zant will curse you and try and kill Midna by exposing her to an attack by a light spirit.You will have to take her to zelda and she will help her.Then go to Faron Woods and go to a place called sacred grove.Upon getting the master sword,Midna will recieve an item called Zant's Curse.Zant's Curse will enable you to transform into a wolf when you talk to Midna,but you don't have to,you can still just talk to her.You can also warp whenever you want.P.S I called it Zant's Curse

You learn to switch between wolf and human once you've collected all three fused shadows and gone back to hyrule castle.

Actually, you have to get the master sword (it's right after you return to hyrule).

Once you beat the water temple you have to get the Master Sword of course. Then you will be able to switch between human and wolf.
