Wisp capsules are invisible if you have not saved the capsule's wisp from one of the worlds. To save a wisp, simply clear the Act where they are first introduced (for example, to unlock Cyan laser, you must clear Act 3 of tropical resort, then you can use them in every level)

You need to unlock the Wisps in another level before they are unlocked in the level.
Cyan Wisp - Tropical Resort Act 3
Yellow Wisp - Sweet Mountain Act 1
Orange Wisp - Sweet Mountain Act 3
Blue Wisp - Starlight Carnival Act 1
Green Wisp - Starlight Carnival Act 5
Pink Wisp - Planet Wisp Act 1
Purple Wisp - Asteroid Coaster Act 1
For example, once you've completed Sweet Mountain Act 1 and unlocked the Yellow Wisp, there's some red rings in Tropical Resort...
