You have to get out of the maze and go across the stone bridge to the large round arena where Occulus is located, then defeat him. Once he is defeated the little ghost will ask if you are ready to travel back to the pie shop. SAY NO. Instead make the circuit of the round arena. You are looking for the stone bridge you came IN on. When you find it, use a bounce pad to get back on it. Head back across. The stones will be retracted to the halfway point. When you we over in the first place there were two stones at the side of the passageway that did not move. ONE of those will be gone. The one on the right. Go through the opening to the right and out along a walkway to a round area where you will get the last hat. Afterward go back to the round arena, find the little ghost and this time, go with him to the pie kitchen.
