I know I am answering my own question but here I go.
I stumbled across my answer when playing SimCity for SNES.
Las Vegas scenario has aliens(that's right aliens!!)that attack your city.
Freeland is a city terrain without any water whatsoever.
P.S. I seem to be the only one who knows anything about SimCity.
