You can find the last sandwich bite in the clock tower once you have completed the game and go back in, but I can't work out how to get it down from behind the clock.

Use shaggy to get on top of roof , then you will need to change to fred to move something then the clock will open. You will have to then change back to shaggy to stand in front of clock to swing up and get the piece out. Hope this helps
