in the La Temple roof tops how do you get the bell of the wall?

in the La Temple roof tops how do you get the bell of the wall?

I am at the part before you go into the portal room in the room with the curved walls. I have read some other walkthroughs and they say something about a platform coming out after you get to the stab point. I could not find it. Also some of them show a bell on the ground in the portal room. All I see is the bell on the wall. Every time I go to the portal I end up in a room with a ship. I would like to get all of the things. Like get on the bel and go up. And find this platform and get the dogs. Please help
