If you haven't already, you can become best friends with everyone in the PokePark, and if you haven't unlocked all 193 Pokemon, you can do so by either beating all the Bonuses on all of the Attractions, or you can put in the passwords. I went the Attractions route, but that's just because I'm thorough. After becoming BFFs with everyone, talk to Chatot in the Meeting Place, then go see Mew in the Sky Pavillion and watch as the pretty Rainbow gets prettier and Pokemon do happy dances.
