First you have to back to the Meadow Zone and talk to bidoof (only if you are friends with her) and she will send one of her family members to the Beach Zone. Then you must talk to that bidoof in the Beach Zone and he will ask you for lumber that you find in crates in the Beach Zone to bild a bridge.

Heatran is very difficult to find but I am pretty sure he is in the lava zone....
