Level up dragonair to level 55 (it is worth it) do not give it daco meteor it will weaken is other moves if you give it all special attacks my recommended move set Dragon rush Aerial ace rock slide and aqua tail
You have too unlock ex mode beat the 3rd battle royale in the water level you will maybe find dragonite if you don't do it again.
