No, you can't use event pokemon.

Legit Pokemon are usable in the whole game, any time, any place. Hacked Pokemon aren't allowed in some places, like wi-fi connection. But it depends on how much hacked is the pokemon. If it's too hacked, the game will make the Pokemon appear as a bad egg, so you can't use it anywhere. Hope this helps! Thanks for rating this answer!
