the first upgrade for the rod is on island 2 its a treasure you dig using the treasure map from the enforcer enemies, the last upgrade is also a treasure you get this one from the map dropped by dust balls on thousand sunny.
As for the inability to level your moves above 5 you can only do this on a second playthrough on hard mode
