Depends are you talking about Gaara's One-Tail or Naruto as the Nine-Tails with only one tail?
For Gaara, simply push down on the control stick and push the button that activates a special.
For Naruto, you need to unlock Ultimate Nine-Tailed Naruto to play as him. You can unlock him by playing through the missions list as a couple characters I believe. If you have Sasuke 2nd State, you can play through his missions list to unlock Ultimate Nine-Tailed Narutoe.
