It means that whenyou use your chidori(down in sharingan) you have to hold down

When you use chidori you can either just press the button, or you can hold the button down for as long as possible, once chidori reaches it's maximum power, sasuke will automatically charge at the opponent, so for maximun power on chidori hold down the button
