I don't really know. I still need Itachi, Kisame, Gaara, Temari, and Orochimaru and I do everything everyone tells me but it doesn't work. Try beating single player with Naruto, Sasuke, Jiraiya, Guy, and Kakashi. Then beat Survival and Time Attack with anyone. If it doesn't work then I don't know what will.
