Okay, I beat single player mode with Jiraiya. All the cheats say that it will unlock Tsunade. Well, instead it unlocked Gai and Kankuro. When I beat single player mode with Neji, it didn't unlock Hinata either. Did this happen to anyone else?
Also, I beat single player mode with Neji and Lee, yet it didn't unlock mission 20. Can someone help me?

I think there's a problem with your game, try either usin a new file or make sure you've beaten story mode, I think that might help.
The reason it isn't working may be that you haven't completed mission mode at least once. If you already have beaten mission mode then I don't know.
