How do you reach the valve on the manor?

I can't reach the red valve on the outside of the Manor. Is there any way I could get it down or reach it?

If you are talking about the one to shut off the green gas...go to the right of the manor and you will find a ladder access attached to a water tower - like fixture. Once you get to it it will fall over and lean on the pipeline you can then climb it and walk to where the shut off is for the green gas enabling you to enter the manor again
