You don't need to complete the Mad Science Scroll which needs 8-Balls. If you're stuck on Rocket Reef then you need to find Vic Vector, Alexa (the assistant) and Dr.F. If any of them are stuck somewhere, like in the lab they are stuck on a lab platform, then you need to delete a block, or place a block near them and they will be on their way.
