No, the highest possible friend status is 'best friend' and then you get a costume or blueprint.
Well i have heard you can become girlfriend with Ray. But can't get married.
Well.if you hit be nice.You can either blow kisses to him/her and sometimes they will do it back.But no you can't get married.but you can pretend to date.but him/or her may go and be flirtaous with another sim...
No you can't the highst you can go is bestfriend and no it is not true that you can date ray because you might be able to blow kisses at them but no more
You need to do Star Events. You can have 3 Stars, and for each star 1 event. Go to a place in Morning afternoon evening etc. But warning, there are rivla Events that Simeone Else marries the Sim you want
