I guess I'm stupid , but I collected the apples in the very beginning of the game and can't get my sim to go into town hall she won't go through the front door

First, did you build the chair and place it in your house? You need to do that first.
One: Have you got 10 RED apples?
Two: Have you built a CHAIR and put it inside your house?
Three: Are you SURE you're at the town hall?
