To get to the Federation Landing area go back to the G.F.S Thesuas (where you downloaded the map the Bryyo) and go through the door on the opposite side of where you come in and freeze the gel fuel with your newly acquired Ice Missles and just keep on going and eventually you'll reach the Federation Docking Bay.

go to the cliff side landing bay and when you get there you'll probably get a call saying that.
