What are high frequency blasts, it says I need one for getting through phazon panels and also how do I got it

You have to get a new blaster for that first. After you do alot of travelling in the pirate homeworld you'll have a fight with alot of pirates and a drill that you have to destroy. Afterwards you get the new blaster.
