If you mean why do they let you download planet info it's so you can see where all the pickups are and see if you missed any. Note that not all pickups are shown as there are some locations with pickups that you can't download info on.

Erustad ir right you can't find all the pickups with the observatories, youll just have too look and find them yourself.
