After you beat bowser jr at yoshi park. Go down the pipe and beat the shyguy guarding the chest after that open the chest(you need wario)and youll get the brush! Then take it to red yoshi and you get him and his shop! Next go to wario city and give it too I think green paratroopa and paint a picture on the bill board.

It's actually pretty simple.
At yoshis stadium place, go to the part where you beat Bowser jr. And go down. I don't remember the exact details, but ull c a treasure chest and a shy guy is gaurding i. Do his scouting mission and you get both him and the brush. Take the brush back to the koopa guy and you can draw you're own logo!~
