After completing 100cc you can use your mii in outfit A when can you use outfit B

You have to unlock it in the mode where you race ghosts.

After you unlock all 32 expert staff ghosts

You can use the mii outfit B when you have unlocked all 32 expert staff ghosts in time trial mode. Hope this helps!
