Expert ghost staff are really good times on tracks and to unlock them you have to beat the original score by +7 second ahead of him

You get them by beating each track in a preset time. Check out the supercheats guide and they tell you all the times.

You can unlock them by beating the times of the ghosts that come with the game. Obviously it may seem easy, but the first staff ghosts went easy on purpose.
