If you go to the room where it has like bowling you go to like the desk where it has two big tubes. You step up then make your own character.

If you are talking about the third one for the 3DS then you can't make a character but you can customize characters bought from the store on the yellow floor. After you purchase the characters, you go to the green floor and can customize them with different hairstyles, body parts and stuff like that. The character customization isn't as great as the last game, eh?
