One ingredient you get by levitating the broom up to the pink spiderweb. Another one you get by firing at the black thing next to the cage and then aiming at the target. The third thing you either get by speaking parsletounge to the cabinet in the back right corner, or helping a guy near the cauldron, It's one of the two.
