Question for LEGO Harry Potter: Years 1-4

I'm in year 4. I don't know exactly which level it is, but it's the one where Harry, Hagrid, and Fang see the dragons. How do you get past the dragon that keeps spitting balls of whitish flame with a hoop that you can use Wingardium Leviosa on?

You need to " talk " the dragon into spitting fire on his own chains. When you control the hoop, the dragon blows fire at it. Get the hoop towards the chains and the dragon will breathe fire on them. That breaks the chains and allows you to proceed with the level
