To beat mr. Freeze, you just need to punch him, if you get frozen switch to the other character who isn't frozen and continue punching him. Eventually he will cower back to the ledge. During this time you will have to push 2 blocks down a pathway toward him. If you can't find any try to destroy stuff or explore. Once both blocks are below him, he will eventually come down again to fight you. After you punch him and he loses all of his hearts you will beat him. And that is how you beat the level.
